Ann Rettie
Ann Rettie was named managing partner of Accenture’s Global
Revenue and Customs group in October, 2003. Prior to that,
Ms. Rettie led Accenture’s Federal Government Services and
Human Performance practice areas. She has worked with many
of the largest corporations and government agencies in the
world. Ms. Rettie joined Accenture in January, 1986 after
earning bachelor’s and master’s degrees and completing PhD
studies at the University of Iowa.
Harley Duncan Harley Duncan was appointed Executive
Director of the Federation of Tax Administrators in August
1988. He had served the previous five years as Secretary of
the Kansas Department of Revenue. Prior to that, he was the
Assistant Director of the Kansas Division of the Budget. Mr.
Duncan has held positions with South Dakota state government,
the Advisory Commission on Intergovernmental Relations and
the National Governors’ Association.
Dr. Veerinderjeet
Singh Veerinderjeet Singh is a tax
adviser to a number of organizations including Ernst & Young
Tax Consultants Sdn Bhd. He is a Council Member of the Malaysian
Institute of Accountants, Malaysian Institute of Certified
Public Accountants as well as the Malaysian Institute of Taxation.
He sits on the Advisory Council of the IBFD (a well known
tax research organization) in the Netherlands. He has served
in Government, academia as well as in international accounting
firms.
Sean Connolly Sean Connolly has been the CIO
for the Irish Revenue Commissioners since 1988. A career civil
servant, he led the multiyear project that successfully delivered
an integrated taxation system built on a modern architecture
to replace the many disparate tax/excise assessing and collection
systems. The new customer-centered systems strategy enabled
a total organization restructure of 6,500 staff on a similar
basis and the delivery of Internet-based tax services in 2000.
He holds an MSc in management from Trinity College, Dublin
where he lectured part time for 25 years. Mr. Connolly is
a former President of the Irish Computer Society.

P. McCarthy
Shawn P. McCarthy is the senior analyst and program manager
covering U.S IT opportunities in Government & Education for
IDC’s Vertical Industry Research Group. His goal is to determine
IT investment priorities for the public sector and to identify
and forecast emerging technologies and opportunities for IT
vendors. Mr. McCarthy is the author of two books; Engineering
Your Way to Success written for the National Society of Professional
Engineers, and The Art of .COMbat: Ancient Wisdom for the Competitive
Economy, published by John Wiley & Sons.

Rubel
Thom Rubel has more than 20 years of experience in federal,
state and local public policy formulation, implementation and
management and is recognized for his work in IT management and
procurement, electronic government, enterprise strategies and
public policy best practices. Prior to joining META Group, he
served in several positions with the National Governors Association’s
Center for Best Practices and has held policy positions with
the U.S. Department of Transportation and the U.S. Department
of Agriculture. Mr. Rubel holds a bachelor’s degree from the
University of South Dakota.
